This usually happens when the bassinet is still locked in bedside mode. Connect the power cord, unlock both side sliding buttons, release both base supports, lock the wheels, then choose a rocking speed or timer on the touch panel or remote.
Does the bassinet need to be plugged in, and how long are the timer settings?

Yes. Electric rocking, sounds, timer, remote, and touch panel functions require power connection. The rocking timer supports 15, 30, and 45 minutes; after the timer ends, the bassinet enters standby mode.
